Vale of Glamorgan Council has approved a new placemaking plan for Barry.
During the meeting, council leader Lis Burnett said the plan “provides a platform for future investment, funding bids and partner activity.”
The plans were developed in coordination with Barry Town Council.
Cllr Sandra Perkes applauded this aspect of the plan, she said that the plan is “involving the community rather than doing to the community”.
Another councillor, Eddie Williams, also appreciated the plans.
He said; “Now that people can see something is going to happen…they’re more engaged and willing to contribute to it”
The draft of the placemaking plan provided at the meeting reads: “Placemaking puts people at the heart of the process and successful placemaking responds first and foremost to the needs of the community.”
It also outlines the main “themes” of the plan, which are supporting activity in the town centre, supporting the integration of all of Barry’s communities, revitalising Barry Island as a significant visitor destination and improving the connections between Barry’s destination.
According to the application, these themes “set out, organise and guide how and where future regeneration activities and investment should take place.”
Plans reads: “The councils will use the Placemaking Plan as a tool for communicating aspirations, undertaking continued engagement with the community and businesses, promoting Barry to potential investors, as well as shaping decisions across a range of service areas.”
It continues; “It is recognised that there are challenges and barriers to change that must be overcome in order to successfully deliver the desired outcomes of the Placemaking Plan.
“This includes significant challenges relating to development viability, existing limited propensity for private sector activity, and limitations of current council and public sector budgets.”
It also reads that the councils will take a “proactive leadership role” in initiating, shaping and delivering projects while working “collaboratively” with partners and stakeholders.
