Police say retailers in Barry town centre have 'passed' an underage sales test.
An joint undercover test purchasing operation saw police youth volunteers visit seven shops in the Holton Road, High Street and Barry Road areas.
South Wales Police said all but one of the shops refused to serve the young people with vapes and alcohol.
Trading Standards officers also took part in the operation.
