Residents in the Vale of Glamorgan could see two changes to local recycling and waste services later this year, with proposals due to be discussed by the Council’s Place Scrutiny Committee before going to Cabinet.
The plans include introducing a weekly Absorbent Hygiene Product (AHP) collection service from November and making textile recycling a permanent, Vale‑wide service following a trial in Barry.
The proposed AHP service would offer weekly collections for households that produce items such as nappies, incontinence pads and other hygiene products. Residents would need to register in advance, and collections would take place on their usual recycling and waste day. The service would be limited to absorbent hygiene products and not available for other black‑bag waste.
The Council says the move is intended to support households that may struggle to store these materials between the current three‑weekly residual waste collections.
Alongside this, the textile recycling trial in Barry, covering clothing, shoes and household textiles, would be expanded across the Vale. The Council reports strong participation in the pilot and believes a wider rollout could help increase recycling rates.
Cllr Mark Wilson, Cabinet Member for Neighbourhood and Building Services, said the proposals aim to make recycling more accessible and reduce the amount of material going into black bags. He noted that some households face practical challenges storing hygiene products for extended periods and that expanding textile recycling would offer “more opportunities for residents to recycle unwanted items”.
"We recognise that some households, particularly those with young children or residents who require hygiene products for medical reasons, can find it difficult to store absorbent hygiene products for up to three weeks. The proposed weekly collection service would provide a practical and convenient solution while helping us remove more material from the residual waste stream.
"At the same time, we are delighted to be proposing the expansion of our textile recycling service across the entire Vale following a successful trial in Barry. Every item recycled is one less item going into a black bag, helping us reduce waste, increase recycling and support our Project Zero and environmental objectives.
"These changes would make it easier for residents to recycle more, waste less and play their part in helping the Vale remain one of Wales' leading recycling authorities."
Both proposals form part of the Council’s broader Recycling and Waste Management Strategy, which focuses on reducing residual waste, increasing recycling participation and supporting environmental targets.
Further details, including how to register for the AHP service, are expected to be published on the Council’s website ahead of the proposed November launch.
